The Gopher Hill Landfill is a 13-acre, unlined, Class III landfill. VESTRA completed the closure permitting and design. The 60-HDPE cap met the prescriptive standards of Title 27. Drainage and topography at the landfill site had been extensively altered.

VESTRA also completed numerous investigations, permitting, and design activities at the site, including National Pollutant Discharge Elimination System (NPDES) permitting, quarterly monitoring and regulatory compliance monitoring, preparation of Final Closure and Post Closure Maintenance Plans, preparation of final construction plan and specifications, and State Historic Preservation Office evaluation and documentation.
