VESTRA was retained by Contra Costa County to conduct a feasibility study of consolidating two independent land parcel-mapping programs. Once the study was completed, a three-phased plan for migrating the mapping program into a single, integrated parcel management and mapping system was implemented.

In the assessor's office, VESTRA provided project management support as well as a variety of services to ensure success of the GIS parcel-mapping program. These services included:

• Reconciling the GIS parcel database with the Land Information System
• Design and implementation of a parcel data model
• Development of procedures and custom tools to maintain this substantial countywide database efficiently

VESTRA provided enterprise GIS infrastructure support to the Department of Information Technology (DOIT). This involved:

• Assistance with system architecture
• Installation testing of ArcSDE/Oracle and ArcIMS within the DOIT IT environment

These systems are now supporting Countywide data sets and intra/ Internet mapping websites. 

VESTRA also completed a project with the Community Development Department that is focused on establishing an enterprise GIS infrastructure for managing a large repository of GIS information. VESTRA:

• Installed and tested ArcSDE/SQL Server and ArcIMS
• Designed a geodatabase repository for a wide variety of data layers
• Established naming conventions for the layers
• Established a new file-based data structure for project data and maps
• Completed a migration plan for organizing more than 4,000 GIS data sets and 1,200 maps
