VESTRA worked with the Edson-Foulke Yreka Ditch Company (EFYDC) to design and acquire environmental permits for a fish ladder for the Yreka Ditch Diversion on the Shasta River near Weed. The project included a hydrologic study, site survey, conceptual design alternatives and cost estimates, preliminary design, and the production of final engineering plans and specifications with cost estimates. VESTRA obtained CEQA, Clean Water Act Sections 404 & 401, and California Department of Fish and Game (CDFG) Section 1603 permits and completed state and federal Endangered Species Act consultations. This litigious project included completion of CEQA documentation. The project is the result of a highly contentious disagreement between EFYDC and a neighboring landowner that resulted in two citations by the CDFG for violations of the Fish and Game Code and a cross-complaint lawsuit involving EFYDC, CDFG, and the neighboring landowner. VESTRA was retained to work with EFYDC and the regulatory agencies to craft a workable solution that will improve fish passage and allow continued operation of the agricultural diversion. |
