Remedial Design and Litigation Support
Hilltop Burn Dump, Redding, California

VESTRA assisted the City of Redding in the design and subsequent litigation support for the cleanup of the Hilltop Burn Dump. The Hilltop Burn Dump was a 45-acre burn dump overlooking and adjacent to the Sacramento River and the proposed Redding Arboretum and Turtle Bay Museum complex. The facility, which was active during the 1940s to 1950s, was contributing to erosion and sediment delivery to areas of the river restored as salmon-breeding gravels. VESTRA developed an alternative plan to a proposed state cleanup calling for the clean closure of the site by consolidation of the ash into a draw at the upper end of the property. The cap was to become a new parking lot to reduce existing congestion on a river trail access point and provide additional trail access and parking. The designs included a new trailhead along a draw and improved pedestrian and bicycle access to the river. It also reduced the visual impact of the dump area on the arboretum and museum complex. |
