VESTRA represented the project proponent and served as the project manager and permitting coordinator for the proposed Shasta Ranch Aggregate Project in Shasta County. The proposed 30-year project will remove more than 10 million tons of soil and aggregate from 268 acres along the Sacramento River near Anderson. The gravel deposits are among the last remaining concrete-grade aggregate in Shasta County and are located on terraces adjoining the river. VESTRA coordinated preparation for the Reclamation Plan and all required engineering and permits with US Army Corps of Engineers, Regional Water Quality Control Board and Reclamation Board, as well as coordination with the US Fish and Wildlife Service concerning protection for endangered salmon populations during excavation activities and flood concerns. The project required preparation of an Environmental Impact Report (EIR) under the California Environmental Quality Act. VESTRA staff conducted biological surveys and proposed avoidance measures to implement prior to construction to ensure compliance with the mitigation recommendations within the EIR. Surveys of local flora and fauna were conducted, habitat mapping was completed by a staff professional biologist to avoid habitat destruction, and impact mitigation measures proposed to ensure compliance with regulatory agency requirements. Following completion of mining activities, the projected use of the site is agricultural, wetland ponds, and open-space preserve. |
