VESTRA was retained by County of Plumas to expand the use of GIS throughout County departments. VESTRA reviewed existing GIS procedures and practices and recommended a phased GIS implementation, which included creation of a Countywide GIS parcel dataset, establishment of an intranet application for desktop users to access base layers, and establishment of maintenance procedures and training to enable the County to update and maintain its base layers.

VESTRA provided data development services and compiled a comprehensive parcel dataset. Once the dataset was completed, VESTRA reviewed the existing IT environment and conducted workshops with County employees directly involved with the implementation of an intranet map viewer.

VESTRA developed documentation on the installation process, system configuration, software installation, and data and application installation procedures. In addition VESTRA staff developed a simple web-based GIS property information query application that worked with the County’s GIS parcel data set.

The final aspect of the project included development of workflows and training to ensure quality upkeep of the County’s parcel layer. Training was provided for staff who would be responsible for the ongoing maintenance of the parcels.

VESTRA continues to provide telephone support on an as-needed basis and has since captured the County zoning and general plan layers.
