Permit Compliance and Closure Design

Alturas, Ft. Bidwell, Cedarville, and Lake City Landfills
Modoc County, California
 
VESTRA has provided engineering and permitting support to Modoc County for the last 3 years and our staff has provided that support for more than 9 years. This work has included closure documents, design, and related permitting for the Ft. Bidwell, Alturas, Cedarville, and Lake City landfills. Fort Bidwell is a 12.8-acre facility located in Modoc County that currently operates as a waste transfer station. Landfill operations ceased in 1993. VESTRA staff prepared a Final Closure Plan and Post-Closure Maintenance Plan. The project also included preparing construction plans and specifications and a Construction Quality Assurance Plan, as well as providing bidding assistance to Modoc County. The Alturas Landfill is located in Modoc County, just south of the city of Alturas, and is owned and operated by the county. Beginning March 1, 1995, municipal solid waste from Modoc County was transported to Lockwood, Nevada. The county constructed a transfer station at the site in March 1995. The landfill is a Class III municipal solid waste landfill facility as defined by Title 27. VESTRA staff prepared all the documents for landfill permit compliance, reversed the determination of releases allowing the landfill to remain open, and prepared the Closure and Post-Closure Maintenance Plans and Construction Quality Assurance Plan, SWPPP, Erosion Management Plan, and numerous hydrologic investigation documents pursuant to Title 27 for site closure.
