CDFA - GIS Feasibility Study for Animal Disease Management
VESTRA was contracted to complete an enterprise GIS Feasibility Study Report (FSR) for the California Department of Food and Agriculture—Animal Health Branch’s (CDFA-AHB) animal disease management program. Because of the increased use of GIS within CDFA, it was important for the agency to adopt an enterprise approach to managing its geographic information resources.
VESTRA identified four main steps of the GIS Feasibility Study:
< Convening a cross-departmental work group
< Assessing the uses of GIS in CDFA-AHB’s business process
< Developing alternative technology solutions, and
< Establishing the enterprise implementation strategy.
Each of these steps was designed to build organizational consensus and strengthen technical understanding in order to take full advantage of the opportunities for improvement presented by the enterprise GIS. At the completion of the tasks required for all four steps, VESTRA provided CDFA-AHB management with an executive briefing summarizing work on the project. The enterprise implementation strategy proposed by VESTRA included conceptual design, workflow diagrams, dataflow diagrams, system configuration, summary of software/hardware components, organizational considerations, timelines for installation, and expected benefits.
Executive approval of this strategy demonstrates VESTRA’s ability to provide sophisticated, yet user-friendly technical solutions for management of complex, statewide information pertaining to animal disease tracking and emergency responsiveness.
