Healthcare Atlas
California Office of Statewide Health Planning and Development (OSHPD)
For the past six (6) years VESTRA has supported the California Office of Statewide Health Planning and Development (OSHPD) as they work to develop a statewide enterprise GIS for healthcare quality policy analysis, allocation of funding resources, and to aid in the monitoring of healthcare quality throughout the state.
VESTRA was initially retained to provide technical subject matter expertise and project management for a pilot enterprise GIS implementation. This included conducting technical workshops, assisting with system and network configuration, installation of data and map server hardware and software, development of prototype Web GIS applications, and design of a geo-database model for licensed healthcare facilities.
Later OSHPD expanded the Healthcare Atlas to include emergency departments and ambulatory services. The back office was changed to incorporate data warehousing technology. VESTRA was subcontracted to re-engineer the mapping applications in order to interface with the new data warehouse and dramatically expand the GIS user interface using ASP.NET. The internal OSHPD Website was also fed live earthquake data to assist OSHPD's Emergency Operations Center with providing support and regional coordination to hospitals affected by an earthquake. The EOC portion of the application received a "Best of California" award in 2008.
VESTRA's related project work has included design and implementation of a centralized GIS data repository, development of a Web based GIS application framework for querying and reporting through OSHPD's Intranet, and technical support for the integration of GDT data and healthcare workforce management projects. Technical support has also included the creation of enterprise GIS Web server best practices and maintenance documentation. The current contract (through Q1 2010) has resulted in the deployment of a new beta version of the Healthcare Atlas that utilizes the latest in REST based GIS technology.

VESTRA's project management responsibilities included scheduling and oversight of all aspects of the project. VESTRA staff which included Senior System Architect, Senior Database Consultant and Database Consultant, Solutions Analyst and Junior Solution Analyst, Senior Applications Developer, Applications Developer and Junior Applications Developer, Senior Project Manager and Project Manager all worked under the leadership and direction of the Principal Consultant. Project details are outlined below:
- VESTRA conducted multiple technical workshops to introduce the pilot enterprise GIS implementation and evaluate the user/configuration needs of each department involved.
- VESTRA configured and deployed the data and map hardware and software.
- VESTRA designed, configured and deployed a prototype of Web GIS applications and design of a geo-database model for licensed healthcare facilities.
- VESTRA re engineered applications in order to interface with the data warehouse and dramatically expand the GIS user interface using ASP.NET.
- VESTRA developed and deployed a Web based GIS application framework for querying and reporting through OSHPD's Intranet, and technical support for the integration of GDT data and healthcare workforce management projects.
- VESTRA developed and deployed technical support which has included the creation of enterprise GIS Web server best practices and maintenance documentation.
- VESTRA designed, developed and deployed a new version of the Healthcare Atlas that utilizes the latest in REST based GIS technology.
- VESTRA developed and deployed the implementation and guidance to the overall technical vision and integration of commercial the shelf (COTS) and custom components within a complex IT computing and networking environment.
- VESTRA developed, tested, deployed and documented several versions of the Healthcare Atlas, including the most recent production version using the Javascript API for ArcGIS Server.
- VESTRA designed, developed and deployed several database tools and workflows supporting the Healthcare Workforce Management Division.
- VESTRA designed, developed and deployed the scripting for a number of data migration automation tools deployed at OSHPD supporting critical data flows of healthcare data.
- VESTRA developed methodologies and user guides for end users that support map design and creation.
- VESTRA managed all technical aspects of the project, including client relationships and ensuring outcomes meet the needs and expectations of the client.
