eWRIMS - State Water Rights Information System

California State Water Resources Control Board

State Water Resource Control Board, Division of Water Rights, maintains approximately 13,000 water rights permits and licenses, 5,000 stock pond certificates, and 11,000 Statements of Water Diversion and Use. Each water right has points of diversion and places of use defined on paper maps that specify where water is to be drawn from and put to use. These maps are used to aid in watershed management, state water rights statutes enforcement and the facilitation of administrative functions and communication.

VESTRA was contracted by the California State Water Resources Control Board (Water Board), Division of Information Technology, to provide project vision, design and develop a web based interactive mapping software application as a component of the Water Rights Information Management System Replacement project (eWRIMS). The application allows Water Board, Division of Water Rights staff to more efficiently manage and query spatial information related to water rights and their geographical "Points of Diversion." In a related project, VESTRA was also contracted to develop an associated "Place of Use" technical solution that provided data conversion applications and field data collection GPS hardware and software to facilitate Water Board personnel to collect place of use data while in the office or field supporting water right application processing and enforcement.

At present (Q1 2010), VESTRA is under a maintenance support contract to perform requested system enhancements and system upgrades the entire eWRIMS system. VESTRA's project management responsibilities included all aspects of this large scale enterprise project, including requirements analysis, geodatabase design, GIS database development, system design, application design and development, system installation, integration, user training, acceptance testing, and rollout support.

VESTRA staff which included, Senior System Architect, Senior Database Consultant, Database Consultant and Junior Database Consultant, Senior Solutions Analyst and Solution Analyst, Senior Applications Developer, and Junior Applications Developer, Project Manager and Senior Project Manager all worked under the leadership and direction of the Principal Consultant.

Highlights of the work accomplished under these projects are presented below:

  • VESTRA designed, configured and deployed a server based interactive mapping application called eWRIMS which was one of the first state wide implementations of ESRI's ArcGIS Server technology.
  • VESTRA also provided the overall technical vision, knowledge of advanced data migration methods and integration of commercial off the shelf (COTS) and custom components within a complex (e.g. multi platform, high availability, internal/external) IT computing and networking environment needed to support eWRIMS.
  • The eWRIMS Web based mapping application provided the following capabilities the State Water Resource Control Board, Division of Water Rights:
    • Real time access to water rights data to both Water Board users internally and the general public through one application.
    • Web based GIS editing, allowing internal users to add, delete, and modify water right points of diversions through a Web based interface.
    • Login and password security control for State Water Resource Control Board employees.
    • Upstream and downstream searching of water rights within eWRIMS based on the geolocation of 20,000 place of use points which were linked by VESTRA to state wide copy of the National Hydrographic Dataset.
  • VESTRA also developed, tested and deployed a set of custom developed applications that support field based GPS data collection of place of use information, including both desktop and mobile GPS application components. These place of use applications included:
    • A tool to create place of use GIS polygon data and link the data the appropriate water right(s), allowing internal users the ability to scan existing water rights place of use paper maps and digitize them.
    • A wizard based application that allows internal users to extract map data from the main system and load onto handheld GPS units, collect GPS data in the field, perform differential correction of the data, and upload the collected data in the main database.
  • VESTRA developed a training plan, user guides and training material customized for State Water Resources Control Board.
  • VESTRA trained over 50 end users in the use of the various system components, desktop automation tools, GPS equipment, field based software, Web interfaces.
