Shasta Mosquito and Vector Control Mobile Operations System

Shasta Mosquito and Vector Control District (SMVCD) is a public health agency started in 1919; charged with protecting residents from disease carrying and pestiferous mosquitoes. Since then they have annexed approximately 1,086 square miles in Shasta County and expanded their services to include a variety of vector control surveillance components. This amount of vector surveillance and control requires very careful and dynamic data collection and storage. SMVCD is required to not only maintain this data for the purposes of reporting lawful use of pesticides but also to promote timely and accurate epidemiological responses to potential mosquito borne disease outbreaks.

VESTRA is currently under contract with SMVCD to develop a custom GIS Centric Mobile Operations System (MOS) that will replace the current system for data input and control. The MOS currently under development will include the following:

§ Administrator
o    Login/Logout/Breaks
o    Visualize all user profiles and screens/forms
o    Add new employees and assign profile access
o    Generate report types (Report types to be specified in a design meeting and a specific list given to VESTRA’s Developer)
o    Edit site changes
o    Edit time card data
o    Edit QA/QC form data
o    Edit inventory data
o    Issue service requests/neglected pool requests
o    Summarize time accounting for all employees
§ Supervisor
o    Login/Logout/Breaks
o    Respond to Service Requests
o    Track technicians in the field
o    Run reports on treatments/inspections/inventory/maintenance summaries
o    Perform QA/QC on the active sites
o    Log weekly timesheets
§ Field Technician 
o    Login/Logout/Breaks
o    Respond to Service Requests
o    Log Larval Inspection/Treatment
o    Log Adult Treatment
o    Visualize Adult Mosquito Counts
o    Edit activity sites
o    Respond to neglected pool requests
o    Visualize/Edit inventory
o    Calculate treatment/acreage
o    Receive vehicle maintenance reminders
§ Office Staff
o    Login/Logout/Breaks
o    Issue Service Requests/Neglected pool request to technicians in the field
o    Summarize time accounting for all employees
o    Run reports on treatments/inspections/inventory/maintenance summaries
o    Search service requests/Neglected pool database by name of caller, address of property, phone number, or date call received.
§ Lab Staff
o    Login/Logout/Breaks
o    Add mosquito surveillance points
o    Add disease incident icons
o    Update mosquito counts on mosquito surveillance points
o    Visualize some limited “Operational epidemiology”
o    Log weekly timesheet
