Maintenance Management Systems
City of Oakland
VESTRA Resources, Inc., along with team members from Azteca Systems, Inc. (Sandy, UT), and Oakland Computer Company are currently under contract with the Oakland Public Works Agency. This contract is to develop and deploy an agency-wide Geographical Information System (GIS) based Computerized Work Management System.
The project is currently underway and the system will be in full operation in early 2010. Once fully operational, the system will support roughly 500 users in 9 departments within the City's Public Work Agency.
The project vision was developed by VESTRA's Principal Consultant, and included integration of Azteca's Cityworks desktop work management software (utilizing Citrix terminal services) and Azteca's newly developed Web-based Server product which incorporates the City's existing ESRI/Oracle based enterprise GIS. This vision also included deploying the work management system in the field using vehicle mounted Panasonic® tough books and AVL units that report the vehicle location along with odometer readings and engine diagnostics.
VESTRA's project management responsibilities included scheduling and oversight of all aspects of the project including activities undertaken by the subcontractors. VESTRA staff, which included Senior System Architect, Senior Database Consultant and Database Consultant, Senior Solutions Analyst and Solution Analyst, Senior Applications Developer, Applications Developer and Junior Applications Developer, and Project Manager all worked under the leadership and direction of the Senior Project Manager. Project details are outlined below:

- VESTRA conducted multiple user workshops to introduce the work management system and evaluate the user/configuration needs of each department involved.
- VESTRA designed, configured and deployed a server with a set of four (4) VMW virtual servers to act as a development environment for the project where initial configuration and testing was done before each component was placed in production.
- VESTRA designed, configured and deployed four (4) production servers to support Citrix Presentation Server and Cityworks Server which utilizes ESRI's ArcGIS Server technology. These servers were deployed as matched pairs with load balancing and redundancy.
- VESTRA configured and deployed one (1) Web server to support custom Web applications that was developed by VESTRA as a part of the project.
- VESTRA configured the Cityworks work management software using Microsoft SQL as the DBMS. This included establishing domains, systems preferences, user logins/passwords, access rights and GIS layers to be used both as assets and in map displays.
- VESTRA developed and deployed ten (10) SAP Crystal Reports summarizing the work order templates, equipments, materials and employees contained within the Cityworks Work Management System.
- VESTRA developed and ran a set of python and T-SQL scripts to convert/migrate the existing call center data from Magic Help Desk into the Cityworks Microsoft SQL DBMS.
- VESTRA designed, developed and deployed a public-facing website for citizens to submit nonemergency requests for service and reporting problems such as graffiti, illegal dumping, potholes, litter, streetlights, etc. This application was developed using the .NET programming framework interfacing with an API provided by Azteca to access the MS SQL Cityworks database.
- VESTRA designed, developed and deployed an internal website (Dashboard) that provides lists of pending high-priority activities, workload volumes, and key performance metrics to City supervisors. This application was developed using the .NET application framework and SQL stored procedures which allow users to define the metrics to be used.
- VESTRA designed, developed and deployed an installable Windows service that employs an HTTP listener which watches for data as in comes in from Maximus NetworkCar® hosted AVL system and updates an Oracle ArcSDE layer containing vehicle points. This application was developed using the .NET application framework and ArcObjects.
- VESTRA developed a training plan and training material customized for the City of Oakland.
- VESTRA conducted 11 onsite day-long classes, providing training to over 200 members of the City's staff made up of crew leaders, supervisors and system administrators.
- VESTRA developed system documentation outlining the configurations of the server, work management software and custom applications.
- VESTRA staff provided 6 days of onsite roll-out support to City staff as needed during the initial rollout to ensure that any problems encountered were quickly resolved.
