UPlan Growth Modeling / Blueprint Planning Support

VESTRA has always excelled at data capture in general, and specifically general plan capture, for a host of clients throughout northern California. During our long history, we have helped numerous cities and counties within the state to successfully implement their geospatial technology and data development. We are very proud of what we have been able to accomplish for these communities, and therefore, are very excited about the prospect of further helping others with their community growth planning.

Shasta County contracted VESTRA to use University of California, Davis's UPlan GIS raster modeling software to project future land use patterns within the county. VESTRA developed alternative growth scenarios that reflected values proven to be of importance to the community.

VESTRA developed attractor, discourager and exclusion layers for the modeling software, based upon various elements that would attract, discourage or prevent land development. These layers include circulation elements, existing urban areas, growth regions, water and sewer service districts, hydrology and environmentally protected and sensitive lands. VESTRA staff also assisted in developing demographic model parameters relating to expected housing needs and estimated employment. This information was used by SCRTPA to map likely long range growth patterns for use in transportation planning. VESTRA created a base case or status quo model and calculated performance measures that will be used to compare subsequent modeling efforts to the base case.
