Permitting and CEQA Compliance

Shasta Ranch Aggregate
Anderson, California

VESTRA represented the project proponent and serves as the project manager and permitting coordinator for the proposed Shasta Ranch Aggregate Project in Shasta County, California.  The proposed 30-year project would remove more than 10 million tons of soil and aggregate from 268 acres along the Sacramento River.  The gravel deposits were among the last remaining concrete-grade aggregate in Shasta County, located on terraces adjoining the river. The project was extremely controversial.  VESTRA coordinated preparation for the Reclamation Plan and all required engineering and permits with the Army Corps of Engineers, RWQCB and Reclamation Board, as well as coordinating with the U.S. Fish and Wildlife Service concerning protection for endangered salmon populations during excavation activities and flood concerns.  The project required preparation of an Environmental Impact Report (EIR) under CEQA.  Primary issues addressed included evaluation of historic dioxin contamination, archeological areas, traffic, noise, and dust.  VESTRA staff provided support through 3 years of legal challenges, which concluded in favor of the proponent. VESTRA continues to work with the operator to address regulatory compliance issues.
