VESTRA was retained by Modoc County to conduct annual SMARA mine inspections.  Twenty-three mines in Modoc County had not been inspected since 2000.  VESTRA conducted a detailed file review and reconstruction to ensure County files met the new California Office of Mine Reclamation (OMR) requirements, then conducted field inspections of all mines and prepared the annual reports.  Each operator was notified regarding any deficiencies found during the inspection.  The project brought the County back into OMR lead agency status, and resulted in all 23 mines being in SMARA compliance and listed on the AB 3098 list.  VESTRA also completed follow-up compliance work for the County including several Reclamation Plan Amendments, three Interim Management Plans, and one new Use Permit.
